Narrative:
At last min approach closed airport to arriving aircraft due to thunderstorms in area. We were given a hold at gilmore VOR while crossing the station. While holding another aircraft (small transport jet) evidently cancelled IFR and descended through our holding altitude. Our TCASII issued an RA instructing us to descend. We descended from 10000 to 9000, until we were clear of conflict. We also had visual contact with the small transport. When clear, we climbed back to 10000 (our assigned altitude) and advised ATC of our RA.
