Narrative:
We were intercepting the final approach localizer 26R course from the north side on a shallow intercept angle, from above glidepath. Captain noticed aircraft adjacent to, lower, and south of us, obviously flying a visual parallel approach to atl 27L. Captain asked approach control about that aircraft status since he was slightly converging with us. Approach control stated that was okay because the aircraft was going to a different runway. We monitored the aircraft visually and on TCASII while continuing our descent on the glidepath, slightly north of course. Descending through 4000 ft MSL, the other aircraft remained close to us and (on TCASII) appeared to be at 3500 ft MSL. I arrested descent rate and leveled at 3850 ft MSL upon captain's request. Tower also called to level off and TCASII alerted RA.

Title: FLC OF AN MLG ACR ACFT STOPPED THE DSCNT MOMENTARILY DUE TO A TCASII RA AND THE VISUAL SIGHTING OF THE OTHER ACFT ON A VISUAL APCH TO PARALLEL RWYS.

APCH CTL STATED THAT WAS OKAY BECAUSE THE ACFT WAS GOING TO A DIFFERENT RWY. WE MONITORED THE ACFT VISUALLY AND ON TCASII WHILE CONTINUING OUR DSCNT ON THE GLIDEPATH, SLIGHTLY N OF COURSE. DSNDING THROUGH 4000 FT MSL, THE OTHER ACFT REMAINED CLOSE TO US AND (ON TCASII) APPEARED TO BE AT 3500 FT MSL. I ARRESTED DSCNT RATE AND LEVELED AT 3850 FT MSL UPON CAPT'S REQUEST. TWR ALSO CALLED TO LEVEL OFF AND TCASII ALERTED RA.
