Narrative:

Controller called mlt traffic at 0130 O'clock position, 5 mi climbing to FL280. We were tracking on TCASII and were looking for visual contact. Informed first officer to be prepared for TCASII RA due to controller asking mlt to confirm leveling at FL280. Due to UHF radio in mlt, we couldn't hear response. TCASII issued TA at approximately 3 1/2 mi. Target 2000 below us climbing rapidly. TCASII issued RA for 'climb' at approximately 2 1/2 mi. Climb initiated from FL290 at approximately 3000 FPM. Traffic continued to close. At approximately 30200, TCASII issued 'monitor vertical speed.' target passed directly under us at a closest point of approach of about 500 ft.

AT APPROX 30200, TCASII ISSUED 'MONITOR VERT SPD.' TARGET PASSED DIRECTLY UNDER US AT A CLOSEST POINT OF APCH OF ABOUT 500 FT.
