Narrative:
Using runway 24L at arb. WX: 25 scattered, 10 visibility, winds 230 at 11. Coming in for a full stop landing at about 60 KIAS, 20 degrees flaps I was practicing lndgs. Touchdown occurred using little to no brakes about 45 KIAS, some right rudder. Both brakes applied and severe pulling to the left occurred on the airplane. Applied full right rudder to correct -- still pulling to left side of runway. Applied both brakes to stop at 30 degrees on hard surface. Called tower to notify of problem with taxiing and asked for permission to taxi 180 degrees towards taxiway. Given ok from tower. Did 180 degree taxi, causing me to turn on the grass (left side of runway), facing tower. Plane tire was completely flat and rolled out of rim, preventing any further movement. Called tower unable to taxi. Tower closed runway, I called FBO they assisted in putting a new tire/wheel on plane and returned to hangar. Airport was closed for about 20 mins.

CALLED TWR TO NOTIFY OF PROB WITH TAXIING AND ASKED FOR PERMISSION TO TAXI 180 DEGS TOWARDS TXWY. GIVEN OK FROM TWR. DID 180 DEG TAXI, CAUSING ME TO TURN ON THE GRASS (L SIDE OF RWY), FACING TWR.
