Narrative:
During preflight I noticed that the right propeller gear box oil by- pass pin had been popped. I called our company maintenance control who told me that was not a discrepancy until 12 hours has elapsed with the pin out, and that the airplane could be flown. Maintenance control noted the time and said the problem would be taken care of within 12 hours. Because maintenance control said it was not a discrepancy, I did not enter it in the maintenance discrepancy log. The FAA became interested when they were giving the student whom I was instructing during the occurrence a check ride. While they were preflting the aircraft, the propeller gear box by-pass pin came up and the student told the FAA what had happened. The inspector wanted to know why I did not enter it in the aircraft discrepancy log. The reason why is that maintenance told me that it was not a discrepancy.
