Narrative:
World war ii bmb aircraft. Runup performed per checklist and satisfactory in every area, including feather check. Aircraft aligned with runway centerline and started takeoff. At approximately 30 ft, right engine failed, major power loss. Gear was retracted. Full left rudder and aileron were applied and right feather button depressed. Right propeller did not feather. Hand full of airplane at this time and feather button was pressed a second time. Right engine still did not feather. Aircraft now rolling slowly to the right. Left throttle was closed prior to touchdown and both mixtures were placed in cutoff. Aircraft recovered from right rolling tendency and touched down slightly right wing low (outboard 1 ft approximately). Aircraft slid to a stop. Fuel valves were then closed, magnetos shut off and battery master switches to off. Pilot then evacuate/evacuationed only passenger. Suspect failure of feather pump to electrically activate or no oil to drive propeller to feather.

Title: UNABLE TO CTL ACFT WHEN AN ENG FAILS AND PROP CANNOT BE FEATHERED, ACFT HITS WING TIP AND SKIDS TO A STOP WITH THE GEAR UP.
Narrative: WORLD WAR II BMB ACFT. RUNUP PERFORMED PER CHKLIST AND SATISFACTORY IN EVERY AREA, INCLUDING FEATHER CHK. ACFT ALIGNED WITH RWY CTRLINE AND STARTED TKOF. AT APPROX 30 FT, R ENG FAILED, MAJOR PWR LOSS. GEAR WAS RETRACTED. FULL L RUDDER AND AILERON WERE APPLIED AND R FEATHER BUTTON DEPRESSED. R PROP DID NOT FEATHER. HAND FULL OF AIRPLANE AT THIS TIME AND FEATHER BUTTON WAS PRESSED A SECOND TIME. R ENG STILL DID NOT FEATHER. ACFT NOW ROLLING SLOWLY TO THE R. L THROTTLE WAS CLOSED PRIOR TO TOUCHDOWN AND BOTH MIXTURES WERE PLACED IN CUTOFF. ACFT RECOVERED FROM R ROLLING TENDENCY AND TOUCHED DOWN SLIGHTLY R WING LOW (OUTBOARD 1 FT APPROX). ACFT SLID TO A STOP. FUEL VALVES WERE THEN CLOSED, MAGNETOS SHUT OFF AND BATTERY MASTER SWITCHES TO OFF. PLT THEN EVACED ONLY PAX.
