Narrative:

I was working west departure position. Air carrier X departed runway 24 and I issued heading 290 degrees climb to 10000. Leaving approximately 3000 ft air carrier X reports returning to 290 heading, deviated for VFR traffic. I asked him where the traffic was as none was being observed by ATC. He said it was behind him not being tracked by TCASII, but was observed at 2 O'clock at his altitude climbing through 2200 ft. ATC did not observe any traffic before, during, or after air carrier X departed bdl.

Title: ACFT Y UNAUTH PENETRATION OF ARSA WITHOUT XPONDER ON ACR X SEE AND AVOID EVASIVE ACTION TAKEN.

Narrative: I WAS WORKING W DEP POS. ACR X DEPARTED RWY 24 AND I ISSUED HDG 290 DEGS CLB TO 10000. LEAVING APPROX 3000 FT ACR X RPTS RETURNING TO 290 HDG, DEVIATED FOR VFR TFC. I ASKED HIM WHERE THE TFC WAS AS NONE WAS BEING OBSERVED BY ATC. HE SAID IT WAS BEHIND HIM NOT BEING TRACKED BY TCASII, BUT WAS OBSERVED AT 2 O'CLOCK AT HIS ALT CLBING THROUGH 2200 FT. ATC DID NOT OBSERVE ANY TFC BEFORE, DURING, OR AFTER ACR X DEPARTED BDL.
