Narrative:

During taxi out ground controller changed active runway from runway 31 to runway 13 but did not move arresting cable from departure end of runway 31 to departure end of runway 13 as indicated in our paper work. We had an airport analysis for runway 13 with the arresting cable in place, and so we departed on runway 13 believing that we were correct in departing beyond the arresting cable. Following our takeoff and upon closer examination of the airport analysis we subsequently determined that the airport analysis for runway 13 with the arresting cable in place only applies when the cable is on the southeast end, not the northwest end. Contributing factors for the confusion include the tower's lack of compliance for relocation of the cable before switching runways, and our own inadvertent confusion regarding the notes on the airport analysis.

Title: AN ACR MLG CREW TOOK OFF ILLEGALLY AS AN ARRESTING BARRICADE WAS STILL INSTALLED.

Narrative: DURING TAXI OUT GND CTLR CHANGED ACTIVE RWY FROM RWY 31 TO RWY 13 BUT DID NOT MOVE ARRESTING CABLE FROM DEP END OF RWY 31 TO DEP END OF RWY 13 AS INDICATED IN OUR PAPER WORK. WE HAD AN ARPT ANALYSIS FOR RWY 13 WITH THE ARRESTING CABLE IN PLACE, AND SO WE DEPARTED ON RWY 13 BELIEVING THAT WE WERE CORRECT IN DEPARTING BEYOND THE ARRESTING CABLE. FOLLOWING OUR TKOF AND UPON CLOSER EXAMINATION OF THE ARPT ANALYSIS WE SUBSEQUENTLY DETERMINED THAT THE ARPT ANALYSIS FOR RWY 13 WITH THE ARRESTING CABLE IN PLACE ONLY APPLIES WHEN THE CABLE IS ON THE SE END, NOT THE NW END. CONTRIBUTING FACTORS FOR THE CONFUSION INCLUDE THE TWR'S LACK OF COMPLIANCE FOR RELOCATION OF THE CABLE BEFORE SWITCHING RWYS, AND OUR OWN INADVERTENT CONFUSION REGARDING THE NOTES ON THE ARPT ANALYSIS.
