Narrative:

On takeoff from runway 35R (banko 51 SID) at about plus or minus 1600 ft MSL (plus or minus 900 ft AGL), we passed approximately 400 ft below a light plane (it appeared to be an small aircraft Y that was sbound at approximately plus or minus 2000 ft MSL (plus or minus 1300 ft AGL). We were passing through a broken layer at the time and the visibility was approximately 3000 meters in fog and light rain. Note: the WX north of the airport was much worse than over and to the south of limc. The incident was reported to the tower as we had not yet been handed off to departure control. We neither saw nor heard any warning from the TCASII. No evasive action was taken as only 2-3 seconds elapsed from the time of first sighting by captain until the plane passed overhead. The tower had no knowledge of other plane.

Narrative: ON TKOF FROM RWY 35R (BANKO 51 SID) AT ABOUT PLUS OR MINUS 1600 FT MSL (PLUS OR MINUS 900 FT AGL), WE PASSED APPROX 400 FT BELOW A LIGHT PLANE (IT APPEARED TO BE AN SMA Y THAT WAS SBOUND AT APPROX PLUS OR MINUS 2000 FT MSL (PLUS OR MINUS 1300 FT AGL). WE WERE PASSING THROUGH A BROKEN LAYER AT THE TIME AND THE VISIBILITY WAS APPROX 3000 METERS IN FOG AND LIGHT RAIN. NOTE: THE WX N OF THE ARPT WAS MUCH WORSE THAN OVER AND TO THE S OF LIMC. THE INCIDENT WAS RPTED TO THE TWR AS WE HAD NOT YET BEEN HANDED OFF TO DEP CTL. WE NEITHER SAW NOR HEARD ANY WARNING FROM THE TCASII. NO EVASIVE ACTION WAS TAKEN AS ONLY 2-3 SECONDS ELAPSED FROM THE TIME OF FIRST SIGHTING BY CAPT UNTIL THE PLANE PASSED OVERHEAD. THE TWR HAD NO KNOWLEDGE OF OTHER PLANE.
