Narrative:

While working departure control, 4 of 5 aircraft were on vectors. A fast behind a slow departed ont. A fast behind a slow departed poc. The slow aircraft was direct pom VOR at 4000 ft which precluded the climb of air carrier X. In an attempt to vector air carrier X away from other conflicting traffic, air carrier X received a TCASII RA with small aircraft Y, and descended to avoid. Several factors contributed to the event: too many aircraft were released at one time in poor WX conditions. Fast aircraft were released too close behind slow aircraft. Questionable separation provided by both towers involved. Lack of communication between radar team members concerning plan of action to separate 5 aircraft. Small aircraft Y did not comply with initial departure instruction to fly heading 210 degrees on departure.

Title: ACR X TCASII RA SAME ALT ASSIGNED HAD LTSS WITH SMA Y. SYS ERROR.

Narrative: WHILE WORKING DEP CTL, 4 OF 5 ACFT WERE ON VECTORS. A FAST BEHIND A SLOW DEPARTED ONT. A FAST BEHIND A SLOW DEPARTED POC. SEVERAL FACTORS CONTRIBUTED TO THE EVENT: TOO MANY ACFT WERE RELEASED AT ONE TIME IN POOR WX CONDITIONS. FAST ACFT WERE RELEASED TOO CLOSE BEHIND SLOW ACFT. QUESTIONABLE SEPARATION PROVIDED BY BOTH TWRS INVOLVED. LACK OF COM BTWN RADAR TEAM MEMBERS CONCERNING PLAN OF ACTION TO SEPARATE 5 ACFT. SMA Y DID NOT COMPLY WITH INITIAL DEP INSTRUCTION TO FLY HDG 210 DEGS ON DEP.
