Narrative:

After medium large transport stopped at the gate, pilot was given signal (lights) that chocks were installed. #1 engine was still running at idle power per company policy until ground power was connected. Pilot released brakes per company policy (brake cooling) and aircraft drifted forward so slowly pilot did not realize the aircraft was moving for a moment. Pilot reapplied brakes and stopped aircraft. In violation of company procedures, fuel truck was parked in front of starboard wing before engine was shut down and anticollision beacon was turned off. Chocks were not installed properly and the chocks-in signal was given prematurely. Right vortilon came in contact with the fuel truck. There was no damage to truck or aircraft.

Title: MLG HITS FUEL TRUCK DURING RAMP OP ACFT PARKING PROC.

Narrative: AFTER MLG STOPPED AT THE GATE, PLT WAS GIVEN SIGNAL (LIGHTS) THAT CHOCKS WERE INSTALLED. #1 ENG WAS STILL RUNNING AT IDLE PWR PER COMPANY POLICY UNTIL GND PWR WAS CONNECTED. PLT RELEASED BRAKES PER COMPANY POLICY (BRAKE COOLING) AND ACFT DRIFTED FORWARD SO SLOWLY PLT DID NOT REALIZE THE ACFT WAS MOVING FOR A MOMENT. PLT REAPPLIED BRAKES AND STOPPED ACFT. IN VIOLATION OF COMPANY PROCS, FUEL TRUCK WAS PARKED IN FRONT OF STARBOARD WING BEFORE ENG WAS SHUT DOWN AND ANTICOLLISION BEACON WAS TURNED OFF. CHOCKS WERE NOT INSTALLED PROPERLY AND THE CHOCKS-IN SIGNAL WAS GIVEN PREMATURELY. RIGHT VORTILON CAME IN CONTACT WITH THE FUEL TRUCK. THERE WAS NO DAMAGE TO TRUCK OR ACFT.
