Narrative:
Flight on sun (lga-dca) was uneventful until controller asked us to speed up to and maintain 350 KIAS. We were subsequently given clearance to descend to 10000 ft. Upon switching controllers to washington approach, I checked us in passing '10.8 for 10000 ft.' we were still at 350 KIAS which is unusual for us (300 KIAS normal). I turned to discuss something for a second with the flight engineer. We flew through 10000 ft and bottomed at 9500 while the captain was gradually pulling up to 10000 ft. The controller called us to inquire about our altitude and cleared us down to 9000 ft. Contributing factors: unusual airspeed demand for descent (350 KTS). Momentary inattn at level-off altitude by first officer and flight engineer. Pilot error by captain on level-off technique at unusually high airspeed.

Narrative: FLT ON SUN (LGA-DCA) WAS UNEVENTFUL UNTIL CTLR ASKED US TO SPD UP TO AND MAINTAIN 350 KIAS. WE WERE SUBSEQUENTLY GIVEN CLRNC TO DSND TO 10000 FT. UPON SWITCHING CTLRS TO WASHINGTON APCH, I CHKED US IN PASSING '10.8 FOR 10000 FT.' WE WERE STILL AT 350 KIAS WHICH IS UNUSUAL FOR US (300 KIAS NORMAL). I TURNED TO DISCUSS SOMETHING FOR A SECOND WITH THE FE. WE FLEW THROUGH 10000 FT AND BOTTOMED AT 9500 WHILE THE CAPT WAS GRADUALLY PULLING UP TO 10000 FT. THE CTLR CALLED US TO INQUIRE ABOUT OUR ALT AND CLRED US DOWN TO 9000 FT. CONTRIBUTING FACTORS: UNUSUAL AIRSPD DEMAND FOR DSCNT (350 KTS). MOMENTARY INATTN AT LEVEL-OFF ALT BY FO AND FE. PLT ERROR BY CAPT ON LEVEL-OFF TECHNIQUE AT UNUSUALLY HIGH AIRSPD.
