Narrative:
Deviation east for WX was approved approximately 30 mi south of tyi at FL330. Approximately 11 mi east, the new controller on 132.22 descended us to FL310 and would not approve direct hpw. We turned left to tyi and then proceeded direct to hpw as filed. Approximately 20-30 mi north of tyi, we received a TCASII TA, traffic at 10 O'clock, same altitude, sbound. New controller on 120.37 gave immediate diverging turns to both aircraft (other flight was air carrier Y in holding pattern). Air carrier Y captain said he received an RA and took evasive action.
