Narrative:
Aircraft was fueled at andrau airport (jet a). Aircraft sat for 4 hours before engine start. After approximately 5 mins after starting engines and APU, the right engine flamed out followed by the left engine and APU. Upon investigation, sumping the engine's sumps and tank sumps, approximately 50 percent water was found. The fuel truck was sumped and its fuel to water ratio was 50/50. The operator of the airport, who also ran the fueling operation, had fueled the fuel truck that morning from a ground fuel tank. It apparently had a considerable quantity of water in it. The fuel truck was not sumped after it was fueled from the ground fuel tank. People fueling aircraft need proper training. Pilots should sump the fuel tanks before flight -- even if it is a jet. They should also get a fuel sample from the fuel truck.

Title: FUEL CONTAMINATION IN CPR JET.
Narrative: ACFT WAS FUELED AT ANDRAU ARPT (JET A). ACFT SAT FOR 4 HRS BEFORE ENG START. AFTER APPROX 5 MINS AFTER STARTING ENGS AND APU, THE R ENG FLAMED OUT FOLLOWED BY THE L ENG AND APU. THE OPERATOR OF THE ARPT, WHO ALSO RAN THE FUELING OP, HAD FUELED THE FUEL TRUCK THAT MORNING FROM A GND FUEL TANK. IT APPARENTLY HAD A CONSIDERABLE QUANTITY OF WATER IN IT. THE FUEL TRUCK WAS NOT SUMPED AFTER IT WAS FUELED FROM THE GND FUEL TANK. PEOPLE FUELING ACFT NEED PROPER TRAINING. PLTS SHOULD SUMP THE FUEL TANKS BEFORE FLT -- EVEN IF IT IS A JET. THEY SHOULD ALSO GET A FUEL SAMPLE FROM THE FUEL TRUCK.
