Narrative:
On third ILS approach, I lost (intermittently) communication with approach control. When reestablished, I was cleared to ILS 1 approach to contact tower over OM. Unable to establish clear communication with tower. Continued in to land -- at 300-400 ft AGL, I heard instructions to change runway to 24 and follow an small aircraft. I could not find the small aircraft and had no confirmation I was being heard. I did a 270 degree and broadcast my problem with communication. I still could not locate the other traffic and felt the need to get out of the way immediately. I landed straight ahead on runway 31, which was closed due to construction at the far west end. I stopped immediately (short field landing) and exited the runway and danger. I then contacted the tower via radio and telephone.

Title: AN SMA PLT LANDED ON A CLOSED RWY WITH INTERMITTENT RADIO OP.
Narrative: ON THIRD ILS APCH, I LOST (INTERMITTENTLY) COM WITH APCH CTL. WHEN REESTABLISHED, I WAS CLRED TO ILS 1 APCH TO CONTACT TWR OVER OM. UNABLE TO ESTABLISH CLR COM WITH TWR. CONTINUED IN TO LAND -- AT 300-400 FT AGL, I HEARD INSTRUCTIONS TO CHANGE RWY TO 24 AND FOLLOW AN SMA. I COULD NOT FIND THE SMA AND HAD NO CONFIRMATION I WAS BEING HEARD. I DID A 270 DEG AND BROADCAST MY PROB WITH COM. I STILL COULD NOT LOCATE THE OTHER TFC AND FELT THE NEED TO GET OUT OF THE WAY IMMEDIATELY. I LANDED STRAIGHT AHEAD ON RWY 31, WHICH WAS CLOSED DUE TO CONSTRUCTION AT THE FAR WEST END. I STOPPED IMMEDIATELY (SHORT FIELD LNDG) AND EXITED THE RWY AND DANGER. I THEN CONTACTED THE TWR VIA RADIO AND TELEPHONE.
