Narrative:
Houston handed us off to mty center. Upon establishing radio contact with mty center was confirmed radar contact at FL310. At approximately xxyz, FL310 on the cvm 001 degree right/85 DME out of FL310 for 200. When visually acquiring the aircraft, it was passing left to right on a collision course and crossed directly under us less than 1000 ft. No call was made to us. When we asked mty center about the events, the only thing said was that the aircraft was descending from FL310 to 200. No further action was taken.

Title: FOREIGN ARTCC QUICKLY DSNDED ANOTHER ACFT UNDERNEATH AN LGT ACR ACFT IN HIGH ALT CRUISE RESULTING IN LTSS.
Narrative: HOUSTON HANDED US OFF TO MTY CTR. UPON ESTABLISHING RADIO CONTACT WITH MTY CTR WAS CONFIRMED RADAR CONTACT AT FL310. AT APPROX XXYZ, FL310 ON THE CVM 001 DEG R/85 DME OUT OF FL310 FOR 200. WHEN VISUALLY ACQUIRING THE ACFT, IT WAS PASSING L TO R ON A COLLISION COURSE AND CROSSED DIRECTLY UNDER US LESS THAN 1000 FT. NO CALL WAS MADE TO US. WHEN WE ASKED MTY CTR ABOUT THE EVENTS, THE ONLY THING SAID WAS THAT THE ACFT WAS DSNDING FROM FL310 TO 200. NO FURTHER ACTION WAS TAKEN.
