Narrative:
With in-range duties complete, called company for current WX. Wind was reported 2705 planned a visual approach for runway 27. Reported our position 15 mi west on local traffic frequency. Also reported downwind, base, and final legs. No other traffic was seen or heard from in pattern. After turning final and setting final flaps, first officer called out go around! A go around was required because first officer spotted a GA v-tail small aircraft sel on final for runway 9. We returned to the pattern and landed on runway 27. The pilot from the v-tail small aircraft came over to my aircraft stating his #1 radio had failed. He had not heard our position reports. He had flown right traffic to runway 9 and landed with a tailwind.
