Narrative:
While flying a scheduled trip from buf-cle nightly (mon- sat evenings) we encounter a communications problem every night on 124.0 (cle approach). Approach control's volume is always low compared to other aircraft on the frequency. We must turn our radio volume up very loud in order to hear approach, and this volume level it painfully loud when anyone else is transmitting. Also, towards the end of most xmissions, approach volume drops even lower, requiring multiple readbacks and missed clrncs. We have discussed this situation many times, but on the next trip we have the same problem. I have heard numerous other aircraft complain of the same difficulty.
