Narrative:

Pilot xmissions on frequency 135.75/278.3 MHZ are being garbled, unreadable and sometimes readable but from another ATC frequency. This causes confusion and uncertainty as to what the pilot is actually doing since the readback is quite often unreadable. Quite often the controller is issuing clrncs 'in the blind' without receiving a readback. This increases controller workload at an extremely busy sector. Information has been documented for approximately 2 weeks and has been forwarded to ZNY-510. The problem is still occurring.

Title: CTLR CLAIMS THAT FREQS 135 PT 75 AND 278 PT 3 ARE GARBLED AND SOMETIMES UNREADABLE.

Narrative: PLT XMISSIONS ON FREQ 135.75/278.3 MHZ ARE BEING GARBLED, UNREADABLE AND SOMETIMES READABLE BUT FROM ANOTHER ATC FREQ. THIS CAUSES CONFUSION AND UNCERTAINTY AS TO WHAT THE PLT IS ACTUALLY DOING SINCE THE READBACK IS QUITE OFTEN UNREADABLE. QUITE OFTEN THE CTLR IS ISSUING CLRNCS 'IN THE BLIND' WITHOUT RECEIVING A READBACK. THIS INCREASES CTLR WORKLOAD AT AN EXTREMELY BUSY SECTOR. INFO HAS BEEN DOCUMENTED FOR APPROX 2 WKS AND HAS BEEN FORWARDED TO ZNY-510. THE PROB IS STILL OCCURRING.
