Narrative:
Proceeding swbound using sbj VOR to clear nxx air traffic area and at a position approximately 5-6 mi west of nxx in line with east/west runway at approximately 2000-2500 ft altitude. Looked to my right to observe a 4 engine heavy aircraft (military) just below, approximately 200-300 ft and 400-500 ft on right course toward my aircraft which was slightly ahead of other aircraft at passage. My primary concern in this part of flight was to remain clear of nxx traffic area. I did not observe the other aircraft prior to the near miss. I feel my scan was adequate but for some reason just did not see this aircraft possibly because it was slightly below or descending. As to corrective actions: 1) scan more diligently. 2) if inbound traffic to nxx is numerous, maybe flight path altitude restrictions may be called for due to route from mod to sbj pass this airport at a critical position.
