Narrative:
Flying rdu-ord deviating through gap in thunderstorm line. Going through hole at FL260, observed on TCASII another aircraft head-on, 10 mi, descending slowly and not at a uniform rate. ZTL called us and told us 'turn 15 degree...?? (Static from thunderstorm) immediately for traffic.' we turned 15 degrees right based on TCASII information as we sought to clarify the direction of turn. Controller talked to offending aircraft for not descending fast enough and other traffic caused such congestion that everyone was stepping all over everyone until fully 3-4 mins later. By that time, traffic conflict was over and we were reclred direct vhp without any questioning by controller as to our direction of turn or mention of the potential conflict.

Title: POTENTIAL CONFLICT ENSUES AS OPPOSITE DIRECTION DSNDING TFC MAINTAINS TOO SLOW A DSCNT RATE IN PROX OF TSTM ACTIVITY. SYS ERROR.
Narrative: FLYING RDU-ORD DEVIATING THROUGH GAP IN TSTM LINE. GOING THROUGH HOLE AT FL260, OBSERVED ON TCASII ANOTHER ACFT HEAD-ON, 10 MI, DSNDING SLOWLY AND NOT AT A UNIFORM RATE. ZTL CALLED US AND TOLD US 'TURN 15 DEG...?? (STATIC FROM TSTM) IMMEDIATELY FOR TFC.' WE TURNED 15 DEGS R BASED ON TCASII INFO AS WE SOUGHT TO CLARIFY THE DIRECTION OF TURN. CTLR TALKED TO OFFENDING ACFT FOR NOT DSNDING FAST ENOUGH AND OTHER TFC CAUSED SUCH CONGESTION THAT EVERYONE WAS STEPPING ALL OVER EVERYONE UNTIL FULLY 3-4 MINS LATER. BY THAT TIME, TFC CONFLICT WAS OVER AND WE WERE RECLRED DIRECT VHP WITHOUT ANY QUESTIONING BY CTLR AS TO OUR DIRECTION OF TURN OR MENTION OF THE POTENTIAL CONFLICT.
