Narrative:
I contacted FSS and reported my position 4 mi south of manhattan. FSS gave me altimeter, winds, and preferred runway. FSS also reported traffic as an aircraft preparing for takeoff on runway 30. I next reported my position 4 mi southwest of the runway shortly after seeing the other aircraft takeoff. I heard aircraft report that he would be picking up the 275 degree radial out of belgrade which would bring him near my position. I did not immediately locate his position. FSS called to ask my present altitude which I reported as 7200 ft and descending. Immediately after this transmission, the aircraft passed directly below me. No evasive action was taken as there was insufficient time once the other aircraft was spotted. I believe the problem was contributed to by the following: imprecise reporting of my position with regard to local landmarks, VOR, etc. Planned use of a straight-in final instead of entering a normal pattern. The other pilot apparently never did locate my position.

Narrative: I CONTACTED FSS AND RPTED MY POS 4 MI S OF MANHATTAN. FSS GAVE ME ALTIMETER, WINDS, AND PREFERRED RWY. FSS ALSO RPTED TFC AS AN ACFT PREPARING FOR TKOF ON RWY 30. I NEXT RPTED MY POS 4 MI SW OF THE RWY SHORTLY AFTER SEEING THE OTHER ACFT TKOF. I HEARD ACFT RPT THAT HE WOULD BE PICKING UP THE 275 DEG RADIAL OUT OF BELGRADE WHICH WOULD BRING HIM NEAR MY POS. I DID NOT IMMEDIATELY LOCATE HIS POS. FSS CALLED TO ASK MY PRESENT ALT WHICH I RPTED AS 7200 FT AND DSNDING. IMMEDIATELY AFTER THIS XMISSION, THE ACFT PASSED DIRECTLY BELOW ME. NO EVASIVE ACTION WAS TAKEN AS THERE WAS INSUFFICIENT TIME ONCE THE OTHER ACFT WAS SPOTTED. I BELIEVE THE PROB WAS CONTRIBUTED TO BY THE FOLLOWING: IMPRECISE RPTING OF MY POS WITH REGARD TO LCL LANDMARKS, VOR, ETC. PLANNED USE OF A STRAIGHT-IN FINAL INSTEAD OF ENTERING A NORMAL PATTERN. THE OTHER PLT APPARENTLY NEVER DID LOCATE MY POS.
