Narrative:
Radar vector IFR, in and out of clouds. TCASII gave a 'traffic' warning. Dropped TCASII scale to 5 NM and saw target level at our altitude, 12 O'clock position, and closing rapidly. Told first officer, who was flying, to turn away from target. Before he could turn, TCASII gave a 'climb, climb' warning. We immediately followed the TCASII instructions and narrowly missed another airliner. We were on altitude, airspeed, and heading and, to the best of my knowledge, did nothing to cause this near miss. It appeared to be controller error.

Title: AN ACR LGT CLBED IN RESPONSE TO A TCASII COMMAND. THIS CAUSED LTSS WITH ANOTHER ACFT.
Narrative: RADAR VECTOR IFR, IN AND OUT OF CLOUDS. TCASII GAVE A 'TFC' WARNING. DROPPED TCASII SCALE TO 5 NM AND SAW TARGET LEVEL AT OUR ALT, 12 O'CLOCK POS, AND CLOSING RAPIDLY. TOLD FO, WHO WAS FLYING, TO TURN AWAY FROM TARGET. BEFORE HE COULD TURN, TCASII GAVE A 'CLB, CLB' WARNING. WE IMMEDIATELY FOLLOWED THE TCASII INSTRUCTIONS AND NARROWLY MISSED ANOTHER AIRLINER. WE WERE ON ALT, AIRSPD, AND HDG AND, TO THE BEST OF MY KNOWLEDGE, DID NOTHING TO CAUSE THIS NEAR MISS. IT APPEARED TO BE CTLR ERROR.
