Narrative:
On the ground at sfo, I observed bay approach/sfo tower issuing the sfo lda runway 28R approach when winds were in excess of the 10 KT limit. This is a hazard since most of the pilots blew through the final approach course during afs-400 simulations, hence the limit. Bay ought to know better than to disregard their own limits. Where is the accountability? They are setting up sfo for the next big airline disaster.
