Narrative:
We requested deviation north of track in order to avoid thunderstorms. Hnl radio advised that ZOA said 'unable deviation north, deviation south approved.' due to the southerly extent of the thunderstorms, northward deviation was the only safe way to go. We declared an emergency and deviated approximately 30 NM north of track. After 10 mins, we returned to course. Supplemental information from acn 251512: 'required deviation 10 NM for WX.' 'approved south of track' after 5 min wait (hnl arinc too busy at that hour working flts -- consistent problem). After successfully navigating this line, radar displayed a second line (not painted until after passing first one) requiring an additional 20 NM south. No good to go back. Could not get word in for clearance request account radio traffic. Broadcast on 121.5 position/altitude and intention to 'deviate without clearance' also on 128.95. Did so on emergency basis and advised ZOA via hnl radio when their traffic allowed. Need VHF satellite communication. This is 1993.

Narrative: WE REQUESTED DEV N OF TRACK IN ORDER TO AVOID TSTMS. HNL RADIO ADVISED THAT ZOA SAID 'UNABLE DEV N, DEV S APPROVED.' DUE TO THE SOUTHERLY EXTENT OF THE TSTMS, NORTHWARD DEV WAS THE ONLY SAFE WAY TO GO. WE DECLARED AN EMER AND DEVIATED APPROX 30 NM N OF TRACK. AFTER 10 MINS, WE RETURNED TO COURSE.
