Narrative:

We were cleared for the ILS 31C, circle to runway 22L. We called the midway ATCT at runts and started a circling maneuver east of midway airport, northbound at 2500 ft with the airport barely in sight. Visibility was lower to the east over downtown chicago. I heard an small aircraft on the frequency request a clearance into the arsa on tower frequency (118.7). He was told to remain clear of the class C airspace and asked what his position was. He replied that he was about 4 mi east. The controller then said 'I told you to remain clear of the class C airspace' and he gave him a squawk code. I began searching for the traffic. At the same instant, tower issued a possible TA to us. The TCASII issued a 'climb now, climb' RA and I got the small aircraft in sight just off our right front (about 1 O'clock) sbound. We were by now in a left turn to final and the small aircraft passed just off our right wing, opposite direction. This was very close.

Title: AN SMA WANDERED INTO THE MDW ARSA WITHOUT CLRNC CAUSING LTSS.

Narrative: WE WERE CLRED FOR THE ILS 31C, CIRCLE TO RWY 22L. WE CALLED THE MIDWAY ATCT AT RUNTS AND STARTED A CIRCLING MANEUVER E OF MIDWAY ARPT, NBOUND AT 2500 FT WITH THE ARPT BARELY IN SIGHT. VISIBILITY WAS LOWER TO THE E OVER DOWNTOWN CHICAGO. I HEARD AN SMA ON THE FREQ REQUEST A CLRNC INTO THE ARSA ON TWR FREQ (118.7). HE WAS TOLD TO REMAIN CLR OF THE CLASS C AIRSPACE AND ASKED WHAT HIS POS WAS. HE REPLIED THAT HE WAS ABOUT 4 MI E. THE CTLR THEN SAID 'I TOLD YOU TO REMAIN CLR OF THE CLASS C AIRSPACE' AND HE GAVE HIM A SQUAWK CODE. I BEGAN SEARCHING FOR THE TFC. AT THE SAME INSTANT, TWR ISSUED A POSSIBLE TA TO US. THE TCASII ISSUED A 'CLB NOW, CLB' RA AND I GOT THE SMA IN SIGHT JUST OFF OUR R FRONT (ABOUT 1 O'CLOCK) SBOUND. WE WERE BY NOW IN A L TURN TO FINAL AND THE SMA PASSED JUST OFF OUR R WING, OPPOSITE DIRECTION. THIS WAS VERY CLOSE.
