Narrative:

While taxiing for departure on runway 13L, the tower gave us the command to hold short of runway 23. The command was said in such a way that indicated this clearance had been given earlier, although nothing was said that stated this. Cause: copilot that was handling all communications was not current. Captain was distracted by ensuring that traffic that had just landed on runway 13L was in fact landing and not taking off and therefore did not 'mentally' hear the possible hold short of runway 23 clearance. Correction: listen more closely to all communications and not rely on copilot regardless of that person's experience. Ensure that copilot responds to all clrncs in a loud clear voice heard by the captain.

Title: FLC OF AN SMT GOV ACFT FAILED TO HOLD SHORT OF ACTIVE RWY RESULTING IN A NEAR MISS WITH AN ACFT LNDG.

Narrative: WHILE TAXIING FOR DEP ON RWY 13L, THE TWR GAVE US THE COMMAND TO HOLD SHORT OF RWY 23. THE COMMAND WAS SAID IN SUCH A WAY THAT INDICATED THIS CLRNC HAD BEEN GIVEN EARLIER, ALTHOUGH NOTHING WAS SAID THAT STATED THIS. CAUSE: COPLT THAT WAS HANDLING ALL COMS WAS NOT CURRENT. CAPT WAS DISTRACTED BY ENSURING THAT TFC THAT HAD JUST LANDED ON RWY 13L WAS IN FACT LNDG AND NOT TAKING OFF AND THEREFORE DID NOT 'MENTALLY' HEAR THE POSSIBLE HOLD SHORT OF RWY 23 CLRNC. CORRECTION: LISTEN MORE CLOSELY TO ALL COMS AND NOT RELY ON COPLT REGARDLESS OF THAT PERSON'S EXPERIENCE. ENSURE THAT COPLT RESPONDS TO ALL CLRNCS IN A LOUD CLR VOICE HEARD BY THE CAPT.
