Narrative:
When military X turned final for runway 13 at tyndall AFB (pam) he was 4 mi southwest of pfn airport at 2000 ft. Military X came to a point 3 1/2 mi southwest of pfn airport at 2000 ft and descending as it turned final for runway 13 at pam. This problem is continuous and recurring without coordination.
