Narrative:
I was working arrival radar. Was cleared for ILS runway 23 approach. When on short final (300 ft AGL), ska tower called on landline and advised 'ILS runway 23 OTS (now) for pmi's (maintenance).' (also cleared for ILS approach.) had to be 'broken out,' climbed to MVA's and turned. Very poor timing on ska maintenance personnel to take ILS OTS! What if WX was IFR?
