Narrative:
Told by controller to maintain FL190 and expect to climb to FL200 after traffic passes. At 18300 ft controller (ZAB) asked to check altitude and descend to FL180 as cleared. TCASII had pilot's first attention as it announced RA at 1500 ft separation. Subsequent phone call to ZAB revealed that 180 had been assigned with absolutely no recollection by either pilot or copilot. 19000 was in altitude alerter in cockpit at time of incident.

Title: FLC OF AN LTT ACR ACFT FAILED TO STOP CLB AT ASSIGNED ALT DUE TO MISUNDERSTANDING OF CLRNC.
Narrative: TOLD BY CTLR TO MAINTAIN FL190 AND EXPECT TO CLB TO FL200 AFTER TFC PASSES. AT 18300 FT CTLR (ZAB) ASKED TO CHK ALT AND DSND TO FL180 AS CLRED. TCASII HAD PLT'S FIRST ATTN AS IT ANNOUNCED RA AT 1500 FT SEPARATION.
