Narrative:

Near miss on climb. On 340 degree heading, 210 KTS per ATC, passing approximately 9000 ft, ATC called 'traffic 11 O'clock, 2 mi, type and altitude unknown.' not in sight. Haze was the backgnd. ATC issued a right turn to intercept airway (climb continued). TCASII showed a very brief flash target at 11 O'clock with 9.74 displayed, but it was gone before I could judge range. TCASII display was an open diamond. During turn, the small aircraft appeared in top of side window. I leveled and changed to slight left turn and passed below and behind small aircraft. If the climbing right turn had been continued, I think we would have collided. Small aircraft was visible for only 3- 3-4 seconds and seemed level and eastbound. Copilot unable to see at any time because of windshield cutoff angle. See and avoid is not adequate and TCASII won't help if one transponder inoperative or weak.

ATC ISSUED A R TURN TO INTERCEPT AIRWAY (CLB CONTINUED). TCASII SHOWED A VERY BRIEF FLASH TARGET AT 11 O'CLOCK WITH 9.74 DISPLAYED, BUT IT WAS GONE BEFORE I COULD JUDGE RANGE. TCASII DISPLAY WAS AN OPEN DIAMOND. DURING TURN, THE SMA APPEARED IN TOP OF SIDE WINDOW. I LEVELED AND CHANGED TO SLIGHT L TURN AND PASSED BELOW AND BEHIND SMA. IF THE CLBING R TURN HAD BEEN CONTINUED, I THINK WE WOULD HAVE COLLIDED. SMA WAS VISIBLE FOR ONLY 3- 3-4 SECONDS AND SEEMED LEVEL AND EBOUND. COPLT UNABLE TO SEE AT ANY TIME BECAUSE OF WINDSHIELD CUTOFF ANGLE. SEE AND AVOID IS NOT ADEQUATE AND TCASII WON'T HELP IF ONE XPONDER INOP OR WEAK.
