At cruise (FL310) #3 engine start valve light came on. Performed precautionary engine shutdown per operations manual. Declared emergency, turned and descended to return to nrt (rjaa). Transmitted on 121.5 of situation to alert other aircraft. Received clearance to return to nrt. Dumped fuel to below maximum landing weight. Request emergency equipment to stand by for 3 engine landing. Landing uneventful.
