Air Traffic Incident | Pilot Deviation |
Narrative:
Flight was delayed inbound. We hurried to try and get back on schedule. 17 passenger were boarded then bags were loaded. Bags were being retagged as they were loaded to make new connections. Aircraft had all recirculation and air conditioning deferred. Temperature in cabin was near 100 degrees. I walked around aircraft to clear right engine and as I reboarded I told ramp lead I had to start #2 (right) engine to get airflow on aircraft and help expedite departure. 2 rampers were loading pod cargo compartment under left side of aircraft. They were surprised and angry that engine was started with them loading. Word had not gotten passed. The area was first checked by me and rechked by my first officer just prior to start so there was no danger. This situation would not have been a problem if better communications from me (PIC) and all around aircraft had occurred and if crew had followed a normal start procedure. Lastly, this incident could have been prevented by not being in a hurry.

Narrative: FLT WAS DELAYED INBOUND. WE HURRIED TO TRY AND GET BACK ON SCHEDULE. 17 PAX WERE BOARDED THEN BAGS WERE LOADED. BAGS WERE BEING RETAGGED AS THEY WERE LOADED TO MAKE NEW CONNECTIONS. ACFT HAD ALL RECIRCULATION AND AIR CONDITIONING DEFERRED. TEMP IN CABIN WAS NEAR 100 DEGS. I WALKED AROUND ACFT TO CLR R ENG AND AS I REBOARDED I TOLD RAMP LEAD I HAD TO START #2 (R) ENG TO GET AIRFLOW ON ACFT AND HELP EXPEDITE DEP. 2 RAMPERS WERE LOADING POD CARGO COMPARTMENT UNDER L SIDE OF ACFT. THIS SIT WOULD NOT HAVE BEEN A PROB IF BETTER COMS FROM ME (PIC) AND ALL AROUND ACFT HAD OCCURRED AND IF CREW HAD FOLLOWED A NORMAL START PROC. LASTLY, THIS INCIDENT COULD HAVE BEEN PREVENTED BY NOT BEING IN A HURRY.
