Narrative:
The crew departed an uncontrolled airport without receiving an IFR clearance. Immediately after takeoff the PNF realized that we had not received the clearance to enter IMC. The PF was able to level off at 2000 ft MSL, approximately 650 ft AGL, circle back and remain within sight of the airport and clear of clouds. Conditions at the field were reported as 800 ft overcast with 10 mi visibility. In the meantime, the PNF received a clearance from the local FSS, we then proceeded with our flight. On the ground prior to takeoff, the crew was rushing through procedures in an attempt to maintain the flight schedule, somehow the clearance was overlooked. It is very common at uncontrolled airports for crew members to depart VFR and receive IFR clearance once in the air.
Original NASA ASRS Text
Title: COMMUTER LTT PERFORMS TKOF IN CTL ZONE AND NEARLY IMC IN VFR FLT AS CREW HAD FORGOTTEN TO OBTAIN AN IFR CLRNC PRIOR TO TKOF.
Narrative: THE CREW DEPARTED AN UNCTLED ARPT WITHOUT RECEIVING AN IFR CLRNC. IMMEDIATELY AFTER TKOF THE PNF REALIZED THAT WE HAD NOT RECEIVED THE CLRNC TO ENTER IMC. THE PF WAS ABLE TO LEVEL OFF AT 2000 FT MSL, APPROX 650 FT AGL, CIRCLE BACK AND REMAIN WITHIN SIGHT OF THE ARPT AND CLR OF CLOUDS. CONDITIONS AT THE FIELD WERE RPTED AS 800 FT OVCST WITH 10 MI VISIBILITY. IN THE MEANTIME, THE PNF RECEIVED A CLRNC FROM THE LCL FSS, WE THEN PROCEEDED WITH OUR FLT. ON THE GND PRIOR TO TKOF, THE CREW WAS RUSHING THROUGH PROCS IN AN ATTEMPT TO MAINTAIN THE FLT SCHEDULE, SOMEHOW THE CLRNC WAS OVERLOOKED. IT IS VERY COMMON AT UNCTLED ARPTS FOR CREW MEMBERS TO DEPART VFR AND RECEIVE IFR CLRNC ONCE IN THE AIR.
