Narrative:
2 hot air balloons departed about the exterior boundaries of the air traffic area. Because of winds, they entered the air traffic area and became a factor for several aircraft. Hot air balloons should be more cautious of the winds, especially near the air traffic area.

Title: A PAIR OF HOT AIR BALLOONS 'HOVERED' IN THE SAF ATA.
Narrative: 2 HOT AIR BALLOONS DEPARTED ABOUT THE EXTERIOR BOUNDARIES OF THE ATA. BECAUSE OF WINDS, THEY ENTERED THE ATA AND BECAME A FACTOR FOR SEVERAL ACFT. HOT AIR BALLOONS SHOULD BE MORE CAUTIOUS OF THE WINDS, ESPECIALLY NEAR THE ATA.
