Narrative:
At detroit city airport in an attempt to depart runway 33, power was applied. A shift occurred in the cargo and some of the load exited the aircraft through a partially opened door. Runway 15/33 was closed for approximately 25 mins while we reloaded the cargo and eventually departed. Contributing factors were found to be a broken d-ring on a cargo strap which allowed the load to shift towards the back. The initial discovery occurred in the form of a strange noise, reduction of power occurred immediately. The aircraft was stopped within 75 yards where the problem was discovered. We shut down on taxiway I, gathered the cargo and reloaded the aircraft. 2 members of the safety crew assisted in the reloading, verified the runway was clear and reopened the runway. Time off occurred within 30 mins of the incident. During that time period, runway 25 remained open, which allowed no delays to occur.
Original NASA ASRS Text
Title: FLC OF LTT ACR FRT ACFT DROPPED CARGO ON THE RWY DURING TKOF ROLL RESULTING IN AN ABORT.
Narrative: AT DETROIT CITY ARPT IN AN ATTEMPT TO DEPART RWY 33, PWR WAS APPLIED. A SHIFT OCCURRED IN THE CARGO AND SOME OF THE LOAD EXITED THE ACFT THROUGH A PARTIALLY OPENED DOOR. RWY 15/33 WAS CLOSED FOR APPROX 25 MINS WHILE WE RELOADED THE CARGO AND EVENTUALLY DEPARTED. CONTRIBUTING FACTORS WERE FOUND TO BE A BROKEN D-RING ON A CARGO STRAP WHICH ALLOWED THE LOAD TO SHIFT TOWARDS THE BACK. THE INITIAL DISCOVERY OCCURRED IN THE FORM OF A STRANGE NOISE, REDUCTION OF PWR OCCURRED IMMEDIATELY. THE ACFT WAS STOPPED WITHIN 75 YARDS WHERE THE PROB WAS DISCOVERED. WE SHUT DOWN ON TXWY I, GATHERED THE CARGO AND RELOADED THE ACFT. 2 MEMBERS OF THE SAFETY CREW ASSISTED IN THE RELOADING, VERIFIED THE RWY WAS CLR AND REOPENED THE RWY. TIME OFF OCCURRED WITHIN 30 MINS OF THE INCIDENT. DURING THAT TIME PERIOD, RWY 25 REMAINED OPEN, WHICH ALLOWED NO DELAYS TO OCCUR.
