Narrative:
Compromise of safety exists at cle airport during taxi from air carrier ramp to runways 23L and right using zulu taxiway. From the cockpit, this intersection of runways and taxiway from the cockpit, this intersection of runways and taxiway zulu is not clear and apparent. When 23L and right is in use, some aircraft are cleared to taxi 'on' runway 28 and into position to hold on 23L and right. Other aircraft are taxied 'across' 28 to runway 23R to hold in position with attention demanded to observe landing traffic as well as departing traffic movement, completing checklist and maneuvering the aircraft. The array of radiating pavement is confusing and distracting. This is a bad situation which can be pro-actively corrected with taxi route-striping (as used at hou airport, hou page 10-10) or signage. In conditions of poor visibility, this safety compromise would be even greater.

Title: RPTR ALLEGES THAT THE INTXN OF RWYS 28 AND 23L AT CLE ARE CONFUSING AND CAUSE ACFT TO TKOF ON THE WRONG RWY.
Narrative: COMPROMISE OF SAFETY EXISTS AT CLE ARPT DURING TAXI FROM ACR RAMP TO RWYS 23L AND R USING ZULU TXWY. FROM THE COCKPIT, THIS INTXN OF RWYS AND TXWY FROM THE COCKPIT, THIS INTXN OF RWYS AND TXWY ZULU IS NOT CLR AND APPARENT. WHEN 23L AND R IS IN USE, SOME ACFT ARE CLRED TO TAXI 'ON' RWY 28 AND INTO POS TO HOLD ON 23L AND R. OTHER ACFT ARE TAXIED 'ACROSS' 28 TO RWY 23R TO HOLD IN POS WITH ATTN DEMANDED TO OBSERVE LNDG TFC AS WELL AS DEPARTING TFC MOVEMENT, COMPLETING CHKLIST AND MANEUVERING THE ACFT. THE ARRAY OF RADIATING PAVEMENT IS CONFUSING AND DISTRACTING. THIS IS A BAD SIT WHICH CAN BE PRO-ACTIVELY CORRECTED WITH TAXI RTE-STRIPING (AS USED AT HOU ARPT, HOU PAGE 10-10) OR SIGNAGE. IN CONDITIONS OF POOR VISIBILITY, THIS SAFETY COMPROMISE WOULD BE EVEN GREATER.
