Narrative:
Aircraft was returning to home base at XA15 hours in VFR conditions. Approximately 4 mi east of white plains at 2500 ft MSL, conditions quickly deteriorated, requiring IFR clearance. Upon clearance being issued clearance to 'direct carmel' (VORTAC) aircraft entered IMC and began climb to 3000 ft in steep turn. Controller at ny TRACON stated that altitude given was 2000 ft. Aircraft began descent to 2000 ft, whereupon controller indicated that turn to 340 degrees had also been issued. Turn to 270 degrees issued and aircraft initiated turn to 270 degree heading, intercepted final approach course and landed. Human performance conditions: pilot fatigue, extensive workload due to hand flying aircraft in IMC conditions in steep turn.
