Narrative:
This report addresses a TCASII RA to 'descend' which we received while climbing to FL270. We were climbing to FL270 at approximately 1500 FPM. Oncoming traffic, another air carrier medium large transport, was level at FL280. At 26500 ft and climbing we received a TA and at 26800 ft we received an RA to descend. VNAV had captured the altitude and was leveling, however, we disconnected the autoplt and automatic throttles to manually fly and comply with the RA. We were level at FL270 before we were actually able to change the direction of the aircraft and begin a descent. TCASII 'clear of conflict' was issued at 26800 ft. We advised ATC of the TCASII RA and that we had to descend. When the clear of conflict was issued we returned to FL270. I feel this occurred due to our high closure rate with the other aircraft even though our rate of climb was only moderate.

Title: ALTDEV ALT EXCURSION IN FLC RESPONSE TO TCASII RA.
Narrative: THIS RPT ADDRESSES A TCASII RA TO 'DSND' WHICH WE RECEIVED WHILE CLBING TO FL270. WE WERE CLBING TO FL270 AT APPROX 1500 FPM. ONCOMING TFC, ANOTHER ACR MLG, WAS LEVEL AT FL280. AT 26500 FT AND CLBING WE RECEIVED A TA AND AT 26800 FT WE RECEIVED AN RA TO DSND. VNAV HAD CAPTURED THE ALT AND WAS LEVELING, HOWEVER, WE DISCONNECTED THE AUTOPLT AND AUTO THROTTLES TO MANUALLY FLY AND COMPLY WITH THE RA. WE WERE LEVEL AT FL270 BEFORE WE WERE ACTUALLY ABLE TO CHANGE THE DIRECTION OF THE ACFT AND BEGIN A DSCNT. TCASII 'CLR OF CONFLICT' WAS ISSUED AT 26800 FT. WE ADVISED ATC OF THE TCASII RA AND THAT WE HAD TO DSND. WHEN THE CLR OF CONFLICT WAS ISSUED WE RETURNED TO FL270. I FEEL THIS OCCURRED DUE TO OUR HIGH CLOSURE RATE WITH THE OTHER ACFT EVEN THOUGH OUR RATE OF CLB WAS ONLY MODERATE.
