Narrative:
Upon arrival into sna I informed my first officer that once we landed I had to get new WX information at base operations and for him to fuel the aircraft to 3500 pounds. Upon my return to the aircraft, passenger were starting to board and the fuel truck was gone (later to find out it never arrived). We accomplished our initial checks but both did not catch the lower than usual fuel quantity (insufficient for the entire next leg from sna to oak). During climb out while running the after takeoff check, I noticed the insufficient fuel quantity. There was more than ample fuel to continue to bakersfield (along our routing) so we coordinated a fuel stop at bakersfield, landed, refueled and continued afterward to our original oak destination. Supplemental information from acn 253539: captain told me what the fuel would be to put on the load manifest. On prior flts, the captain set the fueling bugs and I thought he did again. On the checklist I'm to call for fuel quantity, balance and totalizer. The captain's response is set and checked. He gave the response but didn't check it. The captain always did the same routine, but this time changed it and didn't inform me. He didn't ask me to monitor the fueling, so I assumed he did. I feel the checklist should include fuel quantity as an item checked by both crew members.

Title: AN ACR LTT LANDED ENRTE TO ADD FUEL.
Narrative: UPON ARR INTO SNA I INFORMED MY FO THAT ONCE WE LANDED I HAD TO GET NEW WX INFO AT BASE OPS AND FOR HIM TO FUEL THE ACFT TO 3500 LBS. UPON MY RETURN TO THE ACFT, PAX WERE STARTING TO BOARD AND THE FUEL TRUCK WAS GONE (LATER TO FIND OUT IT NEVER ARRIVED). WE ACCOMPLISHED OUR INITIAL CHKS BUT BOTH DID NOT CATCH THE LOWER THAN USUAL FUEL QUANTITY (INSUFFICIENT FOR THE ENTIRE NEXT LEG FROM SNA TO OAK). DURING CLBOUT WHILE RUNNING THE AFTER TKOF CHK, I NOTICED THE INSUFFICIENT FUEL QUANTITY. THERE WAS MORE THAN AMPLE FUEL TO CONTINUE TO BAKERSFIELD (ALONG OUR ROUTING) SO WE COORDINATED A FUEL STOP AT BAKERSFIELD, LANDED, REFUELED AND CONTINUED AFTERWARD TO OUR ORIGINAL OAK DEST. SUPPLEMENTAL INFORMATION FROM ACN 253539: CAPT TOLD ME WHAT THE FUEL WOULD BE TO PUT ON THE LOAD MANIFEST. ON PRIOR FLTS, THE CAPT SET THE FUELING BUGS AND I THOUGHT HE DID AGAIN. ON THE CHKLIST I'M TO CALL FOR FUEL QUANTITY, BAL AND TOTALIZER. THE CAPT'S RESPONSE IS SET AND CHKED. HE GAVE THE RESPONSE BUT DIDN'T CHK IT. THE CAPT ALWAYS DID THE SAME ROUTINE, BUT THIS TIME CHANGED IT AND DIDN'T INFORM ME. HE DIDN'T ASK ME TO MONITOR THE FUELING, SO I ASSUMED HE DID. I FEEL THE CHKLIST SHOULD INCLUDE FUEL QUANTITY AS AN ITEM CHKED BY BOTH CREW MEMBERS.
