Narrative:
Leveled off at 17000 ft per taipei control. TCASII traffic aural and visual alerts sounded with traffic 12 O'clock in front of us at 1/2 mi and climbing into our altitude. Eadi specified a descent to avoid collision. We followed TCASII signals and descended to 16200 ft before returning to 17000 ft. Taipei control was notified of the descent and potential near midair collision. Requested ATC and radar tapes be marked for investigation.
