Narrative:
Helicopter X cleared into teb air traffic area on helicopter 'sierra' route, which brings the aircraft over the approach end of runway 6. Fixed wing small aircraft Y on right downwind was not pointed out to us by radar controller who was simultaneously working local control position. We were pointed out to small aircraft Y, but in subsequent conversation with the other pilot, he was not able to see us as a result of sun glare. We had apparently seen each other at the same time and took evasive action. Had we not, we would have definitely collided. As a result of the evasive moves, we missed by no greater than 40 ft. I had mentioned the near miss to the controller on the frequency and he asked if I would call once on the ground. In our conversation he apologized for not insuring a traffic pointout and also told me that he and one other controller were the only ones on shift, that one was working clearance delivery and that he was working ground, tower and radar. This is an absurd situation at a busy airport such as teb with typical monday morning traffic. They should have had the ability to call in another fpl even on overtime to provide the necessary ATC services in a safe and efficient manner.

Title: HELI X HAD NMAC WITH SMA Y IN ATA. EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.
Narrative: HELI X CLRED INTO TEB ATA ON HELI 'SIERRA' RTE, WHICH BRINGS THE ACFT OVER THE APCH END OF RWY 6. FIXED WING SMA Y ON R DOWNWIND WAS NOT POINTED OUT TO US BY RADAR CTLR WHO WAS SIMULTANEOUSLY WORKING LCL CTL POS. WE WERE POINTED OUT TO SMA Y, BUT IN SUBSEQUENT CONVERSATION WITH THE OTHER PLT, HE WAS NOT ABLE TO SEE US AS A RESULT OF SUN GLARE. WE HAD APPARENTLY SEEN EACH OTHER AT THE SAME TIME AND TOOK EVASIVE ACTION. HAD WE NOT, WE WOULD HAVE DEFINITELY COLLIDED. AS A RESULT OF THE EVASIVE MOVES, WE MISSED BY NO GREATER THAN 40 FT.
