Narrative:
Flight from phx to ont. In the descent to ont at bland and 14000 ft the controller gave us a right turn 225 degrees and descent to 7000 ft. We were at 14000 ft 250 KTS. We started the descent with speed brakes deployed. He then said to expedite descent to below 9000 ft due to VFR traffic at 9500 ft. We lowered the nose to a descent and deployed full speed brakes. At 10700 ft the nose was raised to slow back to 250 KTS below 10000. The TCASII gave a TA signal at 10100 ft and then a reduce descent, followed by a climb call. We leveled at 10000 ft and climbed to 10300 ft. We acquired the traffic both visually and on TCASII at 1030 O'clock and approximately 3 1/2 mi. The controller commented that if we had continued to expedite the descent we could have made it. We advised him that we had a TCASII.

Narrative: FLT FROM PHX TO ONT. IN THE DSCNT TO ONT AT BLAND AND 14000 FT THE CTLR GAVE US A R TURN 225 DEGS AND DSCNT TO 7000 FT. WE WERE AT 14000 FT 250 KTS. WE STARTED THE DSCNT WITH SPD BRAKES DEPLOYED. HE THEN SAID TO EXPEDITE DSCNT TO BELOW 9000 FT DUE TO VFR TFC AT 9500 FT. WE LOWERED THE NOSE TO A DSCNT AND DEPLOYED FULL SPD BRAKES. AT 10700 FT THE NOSE WAS RAISED TO SLOW BACK TO 250 KTS BELOW 10000. THE TCASII GAVE A TA SIGNAL AT 10100 FT AND THEN A REDUCE DSCNT, FOLLOWED BY A CLB CALL. WE LEVELED AT 10000 FT AND CLBED TO 10300 FT. WE ACQUIRED THE TFC BOTH VISUALLY AND ON TCASII AT 1030 O'CLOCK AND APPROX 3 1/2 MI. THE CTLR COMMENTED THAT IF WE HAD CONTINUED TO EXPEDITE THE DSCNT WE COULD HAVE MADE IT. WE ADVISED HIM THAT WE HAD A TCASII.
