Narrative:
Head on -- tour helicopter flying low over left.a. Did not do any evasive action. Location: north of 10 freeway and west of the 110 freeway. I pull up and to the west of the area to keep away from him. His judgement was no action at all. I think he was talking about the tour and was not looking around.
