Narrative:

Medium large transport flight mci to dtw, advised by center 120.45 small transport traffic 12 O'clock climbing to FL200. Had TA on TCASII 12 O'clock, 2000 ft. Apparently rate of climb of small transport too great. As it became 1400 ft, RA 'climb, climb' commanding 1500 FPM climb (first officer flying). I directed first officer to adhere, which he did. At 21500 TCASII said, 'monitor vertical speed' showing red only for descent. Received 'clear of conflict' right after notifying ATC, descended back to FL210.

Narrative: MLG FLT MCI TO DTW, ADVISED BY CTR 120.45 SMT TFC 12 O'CLOCK CLBING TO FL200. HAD TA ON TCASII 12 O'CLOCK, 2000 FT. APPARENTLY RATE OF CLB OF SMT TOO GREAT.
