Narrative:

Cpr X at 11000 ft. I called traffic Y out of 7500 ft climbing to 10000 ft, 10 mi away. When cpr X came within 1 mi of traffic Y, he advised TCASII RA climbing. I asked him what altitude he was going to and he said 13000 ft. There was traffic Z at 13000 ft, 5 mi ahead of him. Cpr Y was faster than aircraft Z at 13000 ft. He said TCASII did not advise him of 13000 ft aircraft Z. One day, traffic will be over top at 13000 ft and TCASII will drive cpr X into traffic.

Narrative: CPR X AT 11000 FT. I CALLED TFC Y OUT OF 7500 FT CLBING TO 10000 FT, 10 MI AWAY. WHEN CPR X CAME WITHIN 1 MI OF TFC Y, HE ADVISED TCASII RA CLBING. I ASKED HIM WHAT ALT HE WAS GOING TO AND HE SAID 13000 FT. THERE WAS TFC Z AT 13000 FT, 5 MI AHEAD OF HIM. CPR Y WAS FASTER THAN ACFT Z AT 13000 FT. HE SAID TCASII DID NOT ADVISE HIM OF 13000 FT ACFT Z. ONE DAY, TFC WILL BE OVER TOP AT 13000 FT AND TCASII WILL DRIVE CPR X INTO TFC.
