Narrative:
The first officer called for clearance while I, the captain, was boarding the passenger. On taxi out we discussed the clearance received and he informed me that we were given runway heading to 5000 ft. I took off and climbed to 1600 ft on 160 degree heading at which point departure asked what heading we were on. We reported 160 degrees and they asked if we were given the westchester 9 and the first officer said yes. They asked us to turn to 320 degree heading which on review of the SID we should have done at 800 ft. Contributing factors: late change over to tower/CTAF frequency congestion. Captain has less than 20 hours PIC in aircraft and less than 40 hours total in aircraft. First officer assigned tdy from orlando, not familiar with flying northeast rtes. First officer was low time also. Inability of the captain to continuously monitor first officer due to requirement to board passenger. Allowing low time capts and first officer's to fly together. Corrective actions: do not allow inexperienced (in aircraft) crew members to be scheduled together. Better training and screening in the hiring process and new hire training. Better communication between radar and tower when handoff is effected late in approach.

Title: FLC OF AN LTT ACR ACFT FAILED TO TURN AS REQUIRED BY A SID DURING CLB AFTER TKOF.
