Narrative:
Sector is normally radar to 4000 but radar was OTS so the sector was non-radar below 8000. All sectors in the area were combined at 1 sector, so the sector was being worked on a 250 mi scale. 15 aircraft were in the sectors. Aircraft X on airway headed sebound at 7000 requests block 7000 through 8000. Aircraft Y on same airway nwbound originally requesting 12000, stopped at 8000. I got busy with other aircraft and never realized head-on situation. Aircraft Y reported an aircraft passing under him. The sector should not have been combined with the radar OTS. I also should have gotten a d-side to help me.

Title: ACFT X SAME ALT ASSIGNED OPPOSITE DIRECTION TFC HAD LTSS WITH ACFT Y. SYS ERROR.
Narrative: SECTOR IS NORMALLY RADAR TO 4000 BUT RADAR WAS OTS SO THE SECTOR WAS NON-RADAR BELOW 8000. ALL SECTORS IN THE AREA WERE COMBINED AT 1 SECTOR, SO THE SECTOR WAS BEING WORKED ON A 250 MI SCALE. 15 ACFT WERE IN THE SECTORS. ACFT X ON AIRWAY HEADED SEBOUND AT 7000 REQUESTS BLOCK 7000 THROUGH 8000. ACFT Y ON SAME AIRWAY NWBOUND ORIGINALLY REQUESTING 12000, STOPPED AT 8000. I GOT BUSY WITH OTHER ACFT AND NEVER REALIZED HEAD-ON SIT. ACFT Y RPTED AN ACFT PASSING UNDER HIM. THE SECTOR SHOULD NOT HAVE BEEN COMBINED WITH THE RADAR OTS. I ALSO SHOULD HAVE GOTTEN A D-SIDE TO HELP ME.
