Narrative:
Daily, ZTL and birmingham approach have to work airspace non radar between bhm and mei up to 7000 ft, even though both mei approach and cbm approach can see the same airspace with their radars. Several instances have occurred where aircraft departing tuscaloosa climbing to 6000 ft non radar have entered meridian approach before ZTL radar idented them. If either the meridian approach radar or columbus, ms, radar can be tied into the ZTL radar sites, or computer, this problem would be alleviated. Callback conversation with reporter revealed the following: reporter was advised his idea was good but by developing a LOA between the approach control's tower en route radar could be run without the cost of equipment to pipe radar into the center. Reporter said he would pursue that avenue.

Title: LACK OF ARTCC RADAR COVERAGE REQUIRES NON RADAR PROCS.
Narrative: DAILY, ZTL AND BIRMINGHAM APCH HAVE TO WORK AIRSPACE NON RADAR BTWN BHM AND MEI UP TO 7000 FT, EVEN THOUGH BOTH MEI APCH AND CBM APCH CAN SEE THE SAME AIRSPACE WITH THEIR RADARS. SEVERAL INSTANCES HAVE OCCURRED WHERE ACFT DEPARTING TUSCALOOSA CLBING TO 6000 FT NON RADAR HAVE ENTERED MERIDIAN APCH BEFORE ZTL RADAR IDENTED THEM. IF EITHER THE MERIDIAN APCH RADAR OR COLUMBUS, MS, RADAR CAN BE TIED INTO THE ZTL RADAR SITES, OR COMPUTER, THIS PROB WOULD BE ALLEVIATED. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR WAS ADVISED HIS IDEA WAS GOOD BUT BY DEVELOPING A LOA BTWN THE APCH CTL'S TWR ENRTE RADAR COULD BE RUN WITHOUT THE COST OF EQUIP TO PIPE RADAR INTO THE CTR. RPTR SAID HE WOULD PURSUE THAT AVENUE.
