Narrative:
After takeoff from sna we were level at 600 ft and assigned heading. Our TCASII goes off telling us to descend. At this same time departure says climb to different altitude and new heading. I read back the instructions and captain said, I'm going to wait until clear TCASII resolution. The TCASII intruder was shown about 2 mi or less and telling us descend. Captain let aircraft slightly descend, then TCASII said clear of conflict. Center comes back and said climb now to new altitude. Captain took communication from center and told them about TCASII. Center says 'I have nothing in that area that would be near you, you climb to new altitude.' center seemed upset that we followed TCASII advisory (RA) instead of climbing and turning per their instructions. This all took about 5-10 seconds for TCASII to pass and we started our climb and turn. Center said nothing more of this incident. Since TCASII has come out, controllers want us to operate opposite of TCASII (majority of controllers). I know they have their reasons but TCASII mandates us to follow its resolutions.
Original NASA ASRS Text
Title: ACR MLG RECEIVED TCASII RA AND REFUSED ARTCC CLRNC TO CLB.
Narrative: AFTER TKOF FROM SNA WE WERE LEVEL AT 600 FT AND ASSIGNED HDG. OUR TCASII GOES OFF TELLING US TO DSND. AT THIS SAME TIME DEP SAYS CLB TO DIFFERENT ALT AND NEW HDG. I READ BACK THE INSTRUCTIONS AND CAPT SAID, I'M GOING TO WAIT UNTIL CLR TCASII RESOLUTION. THE TCASII INTRUDER WAS SHOWN ABOUT 2 MI OR LESS AND TELLING US DSND. CAPT LET ACFT SLIGHTLY DSND, THEN TCASII SAID CLR OF CONFLICT. CTR COMES BACK AND SAID CLB NOW TO NEW ALT. CAPT TOOK COM FROM CTR AND TOLD THEM ABOUT TCASII. CTR SAYS 'I HAVE NOTHING IN THAT AREA THAT WOULD BE NEAR YOU, YOU CLB TO NEW ALT.' CTR SEEMED UPSET THAT WE FOLLOWED TCASII ADVISORY (RA) INSTEAD OF CLBING AND TURNING PER THEIR INSTRUCTIONS. THIS ALL TOOK ABOUT 5-10 SECONDS FOR TCASII TO PASS AND WE STARTED OUR CLB AND TURN. CTR SAID NOTHING MORE OF THIS INCIDENT. SINCE TCASII HAS COME OUT, CTLRS WANT US TO OPERATE OPPOSITE OF TCASII (MAJORITY OF CTLRS). I KNOW THEY HAVE THEIR REASONS BUT TCASII MANDATES US TO FOLLOW ITS RESOLUTIONS.
